Phonebook Fail: One of these things is trash, the other is a public service

One of these items is a piece of trash that was discarded into my front yard. The other is a public service. Which one is which?

Opt Out offers a supposed opt-out mechanism for unsolicited telephone books, but I just received this same dex phone book last week after opting out in April... but hey, at least they were thoughtful enough to deliver mine in a heavy plastic bag! ugh.
